Illinois Lottery
"Deal or No Deal" 2nd Chance Promotion
Official Rules & Procedures

1.

The Illinois Lottery’s Deal or No Deal™ 2nd chance promotion (hereinafter referred to as the "Promotion") will award nine (9) trips to Hollywood with cash prizes between $5,000 and $1 million, and will also include a multi-state grand prize drawing for another $1 million cash prize.  A player must be at least 18 years old to enter.  Entry may be by mail or in person.  Players may submit as many entries as they wish, but a particular player may win only one prize in the Promotion.

To enter by mail, players must submit two non-winning Illinois Lottery Deal or No Deal™ instant tickets (Game #538).  The player must:

  • Write* his or her name, address and a daytime telephone number on the back of both Deal or No Deal™ tickets being submitted as an entry (only one name per ticket and per entry);

  • Place the non-winning ticket(s) in an envelope no larger than 4 1/2” x 9 1/2”;

  • Mail the completed entry to:  Illinois Lottery Deal or No Deal™ 2nd Chance Promotion, P.O. Box 19086, Springfield, IL 62794-9086. 

    *Preprinted labels are acceptable.

Players may also hand deliver entries meeting the above specifications to the Lottery's Claims Unit at 101 West Jefferson, Springfield, Illinois, clearly marked "Illinois Lottery Deal or No Deal™ 2nd Chance Promotion, MC3-910".

Players may enter more than once, but Only One (1) Entry Per Envelope.  If an entry envelope contains more than two, non-winning Illinois Lottery Deal or No Deal™ instant tickets, it will constitute only ONE entry.

2.

The Deal or No Deal™ 2nd Chance promotion will award 9 trips to Hollywood, where 8 of the winners will receive prizes of $5,000 to $25,000, and the 9th winner will receive a cash prize of $5,000 plus the opportunity to play Deal or No Deal™ with Howie Mandel for a chance to win $1 to $1,000,000.

3.

Entries will be disqualified if:

  • Entry tickets are not non-winning, Illinois Lottery instant “Deal or No Deal™” (Game #538) tickets;

  • Fewer than two (2) qualifying, non-winning Illinois Lottery tickets bearing the entrant’s name are contained in the entry envelope;

  • Entrant name, address and telephone number are illegible or incomplete to the extent the entrant cannot be contacted;

  • More than one name appears on the backs of the non-winning tickets submitted in the entry envelope;

  • Entry envelope is larger than 4 1/2” x 9 1/2”;

  • The entrant is less than 18 years old or is otherwise ineligible to participate in the Promotion by virtue of these rules, the Illinois Lottery Law, or any rules and regulations promulgated pursuant thereto. 

  • Entry is late, lost, mutilated, illegible, misdirected or delayed.

4.

A drawing to select the nine (9) winners of trips for four (4) to Hollywood will be conducted on or about February 21, 2008 from valid entries received by February 15, 2008.  The drawing will be conducted by Lottery officials, in the presence of an auditor, pursuant to written drawing procedures. The winners will be determined by officials of the Illinois Lottery, whose decisions are final.  Winners may be notified in person by Lottery officials, by telephone, or by overnight express letter.  The Lottery reserves the right to conduct press conferences to announce the names of the weekly winners and/or publicly congratulate the winners.

5. The nine (9) Hollywood trip winners and their guests will travel to Hollywood on a date to be determined (anticipated to be in late March 2008).  The winners will be presented with nine (9) briefcases in which placards indicating prize amounts of $5,000, $10,000, $15,000 or $25,000 have been randomly placed.  One of the $5,000 prizes will also indicate “Contestant”, and the trip winner who selects that briefcase will play Deal or No Deal™ with Howie Mandel and the models for a chance to win up to $1,000,000.  The Contestant will receive a DVD recording of their show, but television broadcast is not guaranteed. 

The random placement of prize amounts for this winner selection process will be supervised by a Drawing Manager and Certified Public Accountant retained by MDI Entertainment, Inc.  Deal or No Deal™ game play will be in accordance with the standard rules for the game show. 

6.

On our about August 21, 2008, nine (9) eligible entries will be randomly selected from all non-winning entries from the February 21, 2008 drawing, plus any entries received from February 15, 2008 through August 15, 2008.  Those nine (9) entries will be forwarded to MDI Entertainment, Inc. for entry into a $1,000,000 grand prize drawing to be held on or about September 17, 2008.  The drawing will include entries from all other state lotteries that participated in the Deal or No Deal™ 2nd chance promotion.  The actual number of entries in the $1,000,000 drawing will be determined by the final number of participating states and the number of Deal or No Deal™ instant tickets purchased in each jurisdiction, but are currently estimated to be 117, including the Illinois Lottery’s entries.

7.

All Promotion winners will be required to complete, sign and return a claim form in order to receive their prize. The cash prizes will be paid by check and will be less required state and federal income tax withholding.  End of year federal and state income taxes and any other taxes are the sole responsibility of the winner.

8.

The Promotion is open to persons 18 years of age or older, except members of the Lottery Control Board; officers and employees of the Illinois Department of Revenue; officers and employees of the Illinois Lottery’s advertising, public relations, and sales promotion agencies assigned to the Lottery’s account; officers and employees of audit firms performing work for the Illinois Lottery; and certain other contractors of the Illinois Lottery.

9.

The odds of winning for any drawing are dependent upon the number of entries received for that drawing.

10.

Tickets, transactions and winners are subject to all Lottery procedures, rules, directives, State law and any lawful changes thereof.
