1.1 The PICK-3 GAME awards prizes to ticket holders matching a three-digit number from 000 through 999, or a designated combination thereof, with the three-digit Pick-3 Game Winning Number randomly selected during the scheduled drawing(s).
1.2 The PICK-4 GAME awards prizes to ticket holders matching a four-digit number, from 0000 through 9999, or a designated combination thereof, with the four-digit Pick-4 Game Winning Number randomly selected during the scheduled drawing(s).
1.3 The LOTTO GAME awards prizes to ticket holders matching three (3), four (4), five (5) or six (6) numbers from one (0l) through fifty-two (52) with the six (6) Lotto Game Winning Numbers randomly selected during the scheduled drawing.
1.4 The LITTLE LOTTO GAME awards prizes to ticket holders matching two (2), three (3), four (4) or five (5) numbers from one (0l) through thirty-nine (39) with the five (5) Little Lotto Game Winning Numbers randomly selected during the scheduled drawing.
1.5 The MEGA MILLIONS GAME awards prizes to ticket holders matching specified combinations of numbers randomly selected at regularly scheduled drawings. The numbers are chosen from two fields. Field 1 consists of the numbers one (01) through fifty-six (56) and five winning numbers are drawn from this field. Field 2 consists of the numbers one (1) through forty-six (46) and one winning number is drawn from this field. The Mega Millions Game is conducted in accordance with "Mega Millions Official Game Rules" except where those Rules defer to the laws, policies or rules of the Party Lotteries. In the latter instance, this document or relevant administrative rules shall apply.
1.6 The MEGAPLIER option is an add-on to the Mega Millions 5/56 + 1/46 game. Players who select the Megaplier option pay an extra $1.00 per game panel played on their Mega Millions ticket for the opportunity to multiply the set Mega Millions prizes by a number (2, 3 or 4) that is randomly selected at draw time. The choice to play Megaplier applies to all games played on the ticket. Player can not apply the option to only select panels on a ticket. The Mega Millions Grand Prize is not a set prize and is therefore NOT modified by a Megaplier purchase. The Megaplier prize for matching 5 of 5 Mega Millions numbers drawn from Field 1 is always $1,000,000. Added effective 6/1/2010.

1.7 The POWERBALL GAMEawards prizes to ticket holders matching specified combinations of numbers randomly selected at regularly scheduled drawings. The numbers are chosen from two fields. Field 1 consists of the numbers one (01) through fifty-nine (59) and five winning numbers are drawn from this Field. Field 2 consists of the numbers one (01) through thirty-nine (39) and one winning number is drawn from this field. The Powerball game is conducted in accordance with the Powerball Game Rules developed by the Multi-State Lottery Association (Part II, Sections 26 – 33, of the Powerball Group Rules) except for instances where those rules defer to the laws, policies or rules of the Party Lotteries. In the latter instance, this document or relevant administrative rules shall apply. Added effective 1/31/2010.
1.8 The Power Play option is an add-on to the current Powerball 5/59 + 1/39 game. Players who select the Power Play option pay an extra $1.00 per game panel played on their Powerball ticket for the opportunity to multiply the set Powerball prizes by a number (2, 3, 4 or 5) that is randomly selected at draw time. The following words and terms, when used within this document, shall have the following meaning unless otherwise indicated:
Claim - To submit a winning Official On-Line Game Ticket and completed claim form to an Illinois Lottery Office for payment.
Department - The Illinois Department of Revenue, Lottery Division.
Director - Director of the Illinois Department of Revenue or any other person to whom the Director's authority is lawfully delegated.
Little Lotto Game Panel - That area of an Official On-Line Little Lotto Game ticket identified by an alpha character, A through J, containing five (5) two-digit player or computer selected numbers.
Little Lotto Game Winning Numbers - Five (5) two-digit numbers, from one (01) through thirty-nine (39), randomly selected at each Little Lotto Game drawing, which shall be used to determine the winning plays contained on Official On-Line Little Lotto Game tickets.
Little Lotto Play Slip - A machine-readable form, used in purchasing an Official On-Line Little Lotto Game ticket, having ten (10) game panels, each containing thirty-nine (39) areas numbered one (1) through thirty-nine (39), and having each game panel identified by an alpha character: A, B, C, D, E, F, G, H, I and J.
Little Lotto Winnings Pool - That portion of Little Lotto gross sales set aside for the payment of prizes. The Winnings Pool for any Little Lotto drawing is expected to be 50% of sales, but may be higher or lower based upon the relationship between the advertised First Prize and actual sales for the drawing in question and the number of second through fourth prizes awarded for the drawing in question.
Lottery or State Lottery - The lottery or lotteries established and operated pursuant to the Illinois Lottery Law.
Lottery Central – The Illinois Lottery’s office located in Springfield, Illinois.
Lotto Annuity Option - The right to receive any Lotto Grand Prize won in 26 annual installments.
Lotto Cash Option - The right to receive any Lotto Grand Prize won in the form of a single payment (calculated as set forth in Section G of these Rules).
Lotto Game Panel - That area of an Official On-Line Lotto Game ticket identified by an alpha character, A through J, containing six (6) two-digit player or computer-selected numbers.
Lotto Game Winning Numbers - Six (6) two-digit numbers, from one (01) through fifty-two (52), randomly selected at each Lotto Game drawing, which shall be used to determine the winning Lotto plays contained on Official On-Line Lotto Game tickets.
Lotto Play Slip - A machine-readable form, used in purchasing an Official On-Line Lotto Game ticket, having ten (10) game panels, each containing fifty-two (52) areas numbered one (l) through fifty-two (52), and having each game panel identified by an alpha character: A, B, C, D, E, F, G, H, I and J.
Lotto Winnings Pool - That portion of Lotto gross sales set aside for the payment of prizes. The Winnings Pool for any Lotto drawing is expected to be 50% of sales, but may be higher or lower based upon the relationship between the advertised Grand Prize and actual sales for the drawing in question and the number of fourth prizes awarded for the drawing in question.
Official On-Line Game Ticket - A Pick-3, Pick-4, Lotto, or Little Lotto game ticket, produced on official paper stock by an On-Line Retailer in an authorized manner, bearing player or computer selected numbers, type of bet, drawing date, amount of bet, and validation data. "Official On-Line Game Ticket" shall also mean a properly issued game ticket for Mega Millions, with or without the Megaplier option, where "Mega Millions Official Game Rules" have deferred to a Party Lottery's laws, policies or rules, or a properly issued Powerball ticket, with or without the Power Play option, where the Powerball Group Rules have deferred to a Party Lottery’s laws, policies or rules. On-Line Retailer - An Illinois business location licensed, contracted, and equipped to sell Official On-Line Game tickets.
Pari-Mutuel – The total amount of sales allocated to pay prize claimants at a designated prize level, divided among the number of winning Official On-Line Game Tickets for that prize level.
Pick-3 Game Back Pair Bet - A two-digit number wager designed to match, in exact order, the last two digits of the Pick-3 Game Winning Number for a specified drawing. Example: "Xl2".
Pick-3 Game Front Pair Bet - A two-digit number wager designed to match, in exact order, the first two digits of the Pick-3 Game Winning Number for a specified drawing. Example: "l2X".
Pick-3 Game Six-Way Box Bet - A three-digit number wager in which all digits are unique, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing. Example: "123", no repeated digits.
Pick-3 Game Six-Way Combo Bet - A three-digit number wager in which all digits are unique, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing. The Six-Way Combo wager costs six times more than a conventional Straight bet, but pays at the Straight rate regardless of draw order. Example: "123", no repeated digits.
Pick-3 Game Six-Way Straight/Box Bet - A three-digit number wager costing a minimum of $1.00 in which all digits are unique, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing, but which pays both Straight and Box if the draw order is exact and pays Box if the draw order is different. Example: "123", no repeated digits.
Pick-3 Game Straight Bet - A three-digit number wager designed to match, in exact order, the Pick-3 Game Winning Number for a specified drawing.
Pick-3 Game Three-Way Box Bet - A three-digit number wager in which two of the three digits are alike, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing. Example: "122", one repeated digit.
Pick-3 Game Three-Way Combo Bet - A three-digit number wager in which two of the three digits are alike, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing. The Three-Way Combo wager costs three times more than a conventional Straight bet, but pays at the Straight rate regardless of draw order. Example: "122", one repeated digit.
Pick-3 Game Three-Way Straight/Box Bet - A three-digit number wager costing a minimum of $1.00 in which two of the three digits are alike, designed to match, in any order, the Pick-3 Game Winning Number for a specified drawing, but which pays both Straight and Box if the draw order is exact and pays Box if the draw order is different. Example: "122", one repeated digit.
Pick-3 Game Winning Number - A three-digit number, from 000 through 999, randomly selected at each Pick-3 Game drawing which shall be used to determine the winning plays contained on Official On-Line Pick-3 Game tickets.
Pick-3 Play Slip - A machine-readable form, used in purchasing an Official On-Line Pick-3 Game ticket, having five (5) game grids, each containing ten (10) areas numbered zero (0) through nine (9), and having each game grid identified by an alpha character: A, B, C, D and E. The Pick-3 Play Slip further offers the player the option of selecting the Midday or Evening drawing; 50¢ or $1.00 play; Straight, Box or Straight/Box wager.
Pick-4 Game Combo Bet - A four-digit number wager, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing. The Combo wager costs up to twenty-four times more than a conventional Straight bet (dependent upon the four-digit number wagered), but pays at the Straight rate regardless of draw order.
Pick-4 Game Four-Way Box Bet - A four-digit number wager in which three of the four digits are alike, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing. Example: "1112", three repeated digits.
Pick-4 Game Six-Way Box Bet - A four-digit number wager in which two pairs of the four digits are alike, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing. Example: "1122", two pairs.
Pick-4 Game Straight Bet - A four-digit number wager designed to match, in exact order, the Pick-4 Game Winning Number for a specified drawing.
Pick-4 Game Straight/Box Bet - A four-digit number wager costing a minimum of $1.00, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing, but which pays both Straight and Box if the draw order is exact and pays Box if the draw order is different.
Pick-4 Game Twelve-Way Box Bet - A four-digit number wager in which two of the four digits are alike, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing. Example: "1123", two repeated digits.
Pick-4 Game Twenty-Four-Way Box Bet - A four-digit number wager in which all digits are unique, designed to match, in any order, the Pick-4 Game Winning Number for a specified drawing. Example: "1234", no repeated digits.
Pick-4 Game Winning Number - A four-digit number, from 0000 through 9999, randomly selected at each Pick-4 Game drawing which shall be used to determine the winning plays contained on Official On-Line Pick-4 Game tickets.
Pick-4 Play Slip - A machine-readable form, used in purchasing an Official On-Line Pick-4 Game ticket, having five (5) game grids, each containing ten (10) areas numbered zero (0) through nine (9), and having each game grid identified by an alpha character: A, B, C, D and E. The Pick-4 Play Slip further offers the player the option of selecting the Midday or Evening drawing; 50¢ or $1.00 play; Straight, Box or Straight/Box wager.

Quick-Pick - A player option in which Pick-3, Pick-4, Lotto, and Little Lotto number selections are determined at random by computer software.
Redeem - To surrender a winning Official On-Line Game Ticket to an On-Line Retailer for immediate cash payment.
Superintendent – The Superintendent of the Illinois Department of Revenue, Lottery Division (Illinois Lottery).
The sale of Official On-Line Game tickets may be conducted only by such Illinois business locations as the Director shall contract with and license pursuant to Lottery Rules (relating to ticket sales agents) and approve for On-Line Game sales (On-Line Retailers).

4.1 Official On-Line Pick-3 Game and Pick-4 Game tickets may be purchased for 50¢, $1.00, $2.00, $3.00, $4.00 or $5.00 per ticket, or multiples thereof dependent upon wager type and number of draws, at the discretion of the purchaser.
4.2 Official On-Line Little Lotto Game tickets may be purchased for $1.00, $2.00, $3.00, $4.00, $5.00, $6.00, $7.00, $8.00, $9.00 or $10.00 per ticket, or multiples thereof if a multi-draw wager, at the discretion of the purchaser, in accordance with the number of game panels and inclusive drawings. The player receives one set of numbers for each $1.00 played in the Little Lotto game.
4.3 Official On-Line Lotto Game tickets may be purchased for $1.00, $2.00, $3.00, $4.00 or $5.00 per ticket, or multiples thereof if a multi-draw wager, at the discretion of the purchaser, in accordance with the number of game panels and inclusive drawings. The player receives two sets of numbers for each $1.00 played in the Lotto game.

4.4 Official Mega Millions tickets may be purchased for $1.00, $2.00, $3.00, $4.00 or $5.00 per ticket, or multiples thereof if a multi-draw wager is purchased. The player receives one set of numbers for each $1.00 played in the Mega Millions game. In Illinois, the Megaplier option may be selected for an additional $1.00 per game panel purchased, per drawing, thereby doubling the purchase price of the ticket.
4.5 The Superintendent may authorize the sale of any Official On-Line Game ticket at a discount for promotional purposes.

5.1 Official On-Line Game tickets may only be sold to persons 18 years of age or older, providing such persons are not:
1. Any member of the Lottery Control Board, officer, or person employed by the Board or by the Department; employees of any TV station from which lottery drawings originate who are directly involved in the production of drawing telecasts including floor director, camera operators, stage hands, character generator operators, air control technicians, announcer and performer for each telecast; employees of any advertising agency or public relations agency or any consultant employed by the Department who are directly involved in a Lottery engagement; employees of audit firms performing on site contractual audit services with respect to Department's operations; employees of any vendor of goods or services to the Department or Board which the Director has stated in rule or contract shall not purchase tickets as such purchase may jeopardize the security and integrity of the Lottery.
2. Any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of residence of any person designated in subsection (a) of this Section.
5.2 An Official On-Line Game ticket matching all game play, serial number and other validation data residing in Lottery's on-line gaming system computer shall be the only valid proof of the wager placed and the only valid receipt for claiming or redeeming any prize, except as provided in the Lottery's General Rules.
5.3 Official On-Line Pick-3 Game and Pick-4 Game tickets may be canceled by, and a refund issued to, the purchaser providing such ticket is surrendered by the purchaser to the selling Retailer on the same day as the purchase, and if no drawing applicable to the ticket has previously been held.
5.4 Official On-Line Lotto Game Little Lotto Game tickets may not be canceled once entered into the Lottery’s gaming system, except that a Lotto or Little Lotto subscription may be deleted by the subscription coordinator and the balance of the subscription cost refunded under the following circumstances:
1. When the Lottery initiates a change to the game matrix, drawing schedule or any other element of the game, or another event occurs which changes the terms and conditions of the contract between the subscriber and the Lottery and the subscriber notifies the Lottery, in writing, that the new terms and conditions are not acceptable and requests termination of the subscription;
2. When a subscriber passes away during the term of the subscription and the authorized representative of the subscriber's estate requests, in writing, that the remaining subscription be canceled.3. When a subscription has been entered by Lottery personnel in error (e.g. a duplicate entry). Amended 12/18/2009.
5.5 Purchasers may submit a completed Pick-3, Pick-4, Lotto or Little Lotto Play Slip to an On-Line Retailer to have issued an Official On-Line Pick-3, Pick-4, Lotto, or Little Lotto. Pick-3, Pick-4, Lotto and Little Lotto Play Slips shall be available at no cost to the purchaser and shall have no pecuniary or prize value, or constitute evidence of purchase or number selections. The use of mechanical, electronic, computer generated or any other non-manual method of marking Play Slips is prohibited. Amended effective 12/18/2009 to delete Pick ‘n Play references.
5.6 Purchasers may orally convey their selections to an On-Line Retailer to have issued an Official On-Line Game Ticket for Pick-3, Pick-4, Lotto and Little Lotto. Such selections shall be manually entered into the computer terminal by the On-Line Retailer.
5.7 Purchasers may utilize player operated sales terminals (POSTs) for the purchase of certain On-Line Game tickets, and may make number selections by inserting a completed Lotto, Little Lotto, Pick 3 or Pick 4 Play Slip into the POST's optical mark reader, or by selecting the Quick Pick option.
5.8 It shall be the sole responsibility of the ticket purchaser to verify the accuracy and condition of the data printed on the Official On-Line Game ticket at the time of purchase.
5.9 Official On-Line Lotto, Little Lotto, Mega Millions and Powerball Tickets may, at the purchaser's discretion, be purchased for up to fifteen (15) consecutive drawings commencing with the next scheduled drawing.
5.10 Official Pick-3 Game and Pick-4 Game Tickets may, at the purchaser's discretion, be purchased up to seven (7) days in advance, including the day of purchase. Purchases may be for up to seven (7) consecutive midday drawings, up to seven (7) consecutive evening drawings, or for individual drawings within the seven (7) day period. Midday and evening wagers may not be combined on a single ticket. Note - if a ticket is purchased after the drawing cutoff on the date of purchase, the maximum number of consecutive midday or evening drawings on the ticket will be six (6). Amended 6/1/2010 to clarify advance play.
5.11 A Lotto Game subscription plan, available to Illinois residents for 39, 78 or 156 consecutive drawings, shall be considered as an Official On-Line Lotto Game ticket throughout its duration. Amended as of 4/4/2005.
5.12 A Little Lotto Game subscription plan, available to Illinois residents for 91, 182 or 364 consecutive drawings, shall be considered as an Official On-Line Little Lotto game ticket throughout its duration.
5.13 A Mega Millions Game subscription plan, available to Illinois residents for 26, 52 or 104 consecutive drawings, shall be considered an Official Mega Millions Game ticket throughout its duration. The Megaplier option may be added to a Mega Millions subscription at the purchaser’s discretion, at the time of purchase, for an additional cost. Added 5/11/2009; amended 6/1/2010 to add Megaplier.
5.14 The numbers played on a Lotto, Little Lotto or Mega Millions subscription may be modified on a prospective basis in instances where the subscription has been entered in the system but the subscription start date has not yet been reached or once a subscription has begun, where the subscriber furnishes sufficient evidence to the Department’s Licensing and Subscription Unit Manager or Assistant Manager that the Department made an error in entering the play data. 6.1 The objective of On-Line Game drawings shall be to select at random, with the aid of mechanical or electronic drawing equipment, the Pick-3 Game, Pick-4 Game, Lotto Game, Little Lotto Game, Mega Millions Game and Powerball Game Winning Numbers, pursuant to the controls and methods defined by the Lottery or, in the case of Mega Millions and Powerball, pursuant to the controls and methods defined by the lottery hosting the drawing and by the Mega Millions group and Multi-State Lottery Association.
6.2 On-Line Game drawings for Pick 3, Pick 4, Lotto and Little Lotto shall be conducted at a time and location as determined by the Superintendent and publicly announced by the Lottery.
6.3 Drawings for the Mega Millions and Powerball games shall be conducted at times and locations determined by the Mega Millions group and the Multi-State Lottery Association, respectively. Megaplier drawings are conducted by the Texas Lottery pursuant to the drawing procedures established by that organization and the results broadcast in conjunction with the Mega Millions drawings.

2. The prize advertised for the First Prize Category shall be the basis for determining the amount to be awarded for each Lotto Game Panel matching all six (6) of the six (6) Lotto Game Winning Numbers.
a. If the advertised First Prize divided by the number of First Prize winning Lotto Game Panels results in a First Prize per Game Panel of less than $1,000,000, the First Prizes will be paid in a lump sum (cash value divided by the number of winning Game Panels).
b. If the advertised First Prize divided by the number of First Prize winning Lotto Game Panels results in a First Prize per Game Panel of $1,000,000 or more:(1) Each First Prize winner will be afforded 60 days, beginning with the day after the drawing, in which to select the Cash Option or the Annuity Option. The selection of Cash Option or Annuity Option must be made in writing on a form provided by the Department. If no selection is made by close of business on the 60th day after the drawing, or if the prize is not claimed by close of business on that day, the prize will be paid under the Annuity Option. Once a selection is made by a winner or by the lapsing of the 60 day selection period, the payment option so selected is irrevocable. No First Prize payment will be processed until the claimant submits the selection form, or the 60 day selection period lapses, whichever shall first occur.
(2) Each First Prize winner who selects the Annuity Option or who does not make a selection within the 60-day period will receive the advertised First Prize divided by the number of First Prize winning Game Panels (the "annuity value"), paid in 26 installments. The initial payment shall be paid upon completion of internal validation procedures; the subsequent 25 payments shall be paid annually by monies generated by the purchase of U.S. government securities.
(3) First Prize winners who select the Cash Option will receive the proceeds from the sale of the U.S. Government securities purchased to fund the annuitized First Prize, less bank handling charges incurred in the sale.c. If two (2) through twenty (20) Lotto Game Panels match six (6) of six (6) winning numbers, the jackpot to be divided among the winning game panels shall not be less than $1,000,000, and the prize awarded per First Prize winning game panel shall not be less than $250,000.
d. If more than twenty (20) game panels match six (6) of six (6) winning numbers, the prize awarded shall not be less than the amount derived by dividing $5,000,000 by the number of First Prize winning Lotto Game Panels.3. Prize money allocated to the Second Prize Category shall be equally divided by the number of Lotto Game Panels matching five (5) of the six (6) Lotto Game Winning Numbers. Lotto Game Second Prizes shall be paid in one payment.
4. Prize money allocated to the Third Prize Category shall be equally divided by the number of Lotto Game Panels matching four (4) of the six (6) Lotto Game Winning Numbers. Lotto Game Third Prizes shall be paid in one payment.
5. A player matching three (3) of six (6) Lotto Game Winning Numbers in one Game Panel is entitled to receive a fixed prize of $3.00.
6. If in any Lotto drawing there are no Lotto Game Panels which qualify for the First Prize Category, the prize money allocated to such Prize Category shall be reallocated and added to the amount allocated for the First Prize Category in the next consecutive Lotto Game and the resultant amount shall be divided as in paragraph one (1) of this subsection.
7. The holder of a winning ticket may win in only one Prize Category per single Lotto Game Panel in connection with the Lotto Winning Numbers and shall be entitled only to the highest prize.
8. For purpose of prize calculation with respect to any Lotto Game, the calculation shall be rounded down so that prizes shall be paid in multiples of fifty (50) cents.
9. The number of Prize Categories and the allocation of the Lotto Winnings Pool among the Prize Categories may be changed at the discretion of the Superintendent. Such change shall be announced by public notice.
10. In the event the prize pool in the First Prize category or in the Fourth Prize category is insufficient to cover the advertised prize established by the Superintendent, the difference between the cost of the guaranteed prize payment and the amount available in the particular prize pool will be paid from the sales proceeds for the drawing for which the shortfall occurred. Excess funds, if any, shall be transferred to the Common School Fund or Capital Projects Fund, as required by statute.

2. For each Little Lotto Game drawing, the Lottery will determine the First Prize amount to be advertised, based upon current and historical sales data. The advertised First Prize amount shall be equally divided by the number of Little Lotto Game Panels matching all five (5) of the five (5) Little Lotto Game Winning Numbers, subject to the following:
a. In no event will the amount allocated to the First Prize category be less than $100,000.
b. In no event will the prize paid per First Prize winning game panel be less than $5,000.
3. Little Lotto Game Panels matching four (4) of the five (5) Little Lotto Game Winning Numbers shall be entitled to a Second Prize of $100.00.
4. Little Lotto Game Panels matching three (3) of the five (5) Little Lotto Game Winning Numbers shall be entitled to a Third Prize of $10.00.
5. Little Lotto Game Panels matching two (2) of the five (5) Little Lotto Game Winning Numbers shall be entitled to a Fourth Prize of $1.00.
6. If in any Little Lotto drawing there are no Little Lotto Game Panels which qualify for the First Prize Category, the prize money allocated to such Prize Category shall be reallocated and added to the amount allocated for the First Prize Category in the next consecutive Little Lotto Game and the resultant amount shall be divided as set forth in the first paragraph of this subsection.

11. For each Little Lotto drawing, the Lottery will calculate 2.5% of the First Prize pool and maintain a running total of these amounts as a First Prize reserve pool. In the event the funds allocated to the Little Lotto First Prize category for any drawing are insufficient to cover the advertised First Prize established by these Rules, or by the Superintendent or his/her designee, the difference between the advertised First Prize payment and the amount available for First Prize will be paid utilizing the 2.5% reserve. If the reserve balance is insufficient to cover the shortfall, then the remaining amount shall be paid from the sales proceeds for the drawing for which the shortfall occurred. The reserve pool set-aside shall cease when the fund balance reaches $150,000, and will resume when the reserve pool balance falls below $100,000.
12. In the event the funds allocated to any Little Lotto prize category other than First Prize are insufficient to cover any minimum or guaranteed prize established by these Rules or by the Superintendent or his/her designee, the difference between the minimum or guaranteed prize payment and the amount available in the particular prize category will be paid from the sales proceeds for the drawing for which the shortfall occurred.
13. Excess funds from a Little Lotto drawing, if any, shall be transferred to the Common School Fund or Capital Projects Fund, as required by statute.
1. Odds, prize pool allocations and prize payouts for Mega Millions shall be as set forth in Section 7 of “Mega Millions Official Game Rules” adopted by the Party Lotteries, provided, however, that the holder of a Mega Millions Grand Prize winning ticket purchased in Illinois will be afforded 60 days, beginning with the day after the drawing, in which to select the Cash Option or the Annuity Option (as defined in “Mega Millions Official Game Rules”). The selection of Cash Option or Annuity Option must be made in writing on a form provided by the Department. If no selection is made by close of business on the 60th day after the drawing, or if the prize is not claimed by close of business on that day, the prize will be paid under the Annuity Option. Once a selection is made by the winner or by the lapsing of the 60-day selection period, the payment option so selected is irrevocable. No Grand Prize payment will be processed until the claimant submits an election form, or the 60-day selection period lapses, whichever shall first occur. Grand Prize winners who select the Cash Option will receive the proceeds from the sale of the U.S. Government securities purchased to fund the Annuitized Grand Prize.

Megaplier odds are based upon information obtained from the Texas Lottery, the host state for the Megaplier add-on feature. If purchased, the Megaplier option does not increase the jackpot prize. Odds, prize pool allocations and prize payouts for the Powerball game shall be as set forth in Sections 28, 29 and 30 of the Powerball Group Rules, with the exception that a player purchasing a Powerball ticket in Illinois cannot make a decision regarding a cash or annuity grand prize payment at the time of purchase, and once an election form is signed by a player, selecting the cash or annuity payout, the decision is irrevocable. In certain rare instances, the Powerball set prize amount may be less than the amount shown. In such case, the Power Play prizes will be a multiple of the changed Powerball prize amount announced after the draw. For example, if the Match 5+0 Powerball set prize amount of $200,000 becomes $150,000 under the rules of the Powerball game, then a Power Play player winning that prize amount with a 5X multiplier would win $750,000 ($150,000 x 5).

8.1 An Official On-Line Game winning ticket is deemed to be owned by the person or entity named on the ticket or, in the case of a ticket not completed with name and address, by the ticket bearer. In the event more than one name appears on the back of a winning ticket, the named individuals will be considered joint owners of the ticket and be required to complete an Illinois or federal form 5754 establishing specific levels of ownership in the prize. Unless additional documentation is required by the Lottery’s General Rules (11 Ill. Adm. Code 1770.190), the prize shall then be divided among the named individuals in accordance with the form 5754. For prizes of $25,000 or less, ticket ownership may be relinquished to one of the individuals named on the ticket back, provided that the other named individual(s) give up ownership interest in the ticket in writing, in the presence of a notary public. Amended 12/18/2009.
8.2 The Lottery shall not be responsible for lost or stolen Official On-Line Game tickets unless otherwise provided in the Lottery’s General Rules.
8.3 The purchaser of an Official On-Line Game ticket has the sole responsibility for verifying the accuracy and condition of the data printed on the ticket at the time of purchase.
8.4 The Lottery shall not be responsible to the player for Official On-Line Game tickets redeemed in error by an On-Line Retailer.
9.1. In order to be deemed a valid Official On-Line Game winning ticket, all of the following conditions must be met:
1. The validation data must be present in its entirety and must correspond, using the computer validation file, to the number selections printed on the ticket for the drawing date(s) and, if applicable, drawing time, printed on the ticket. In the case of a Pick ‘n Play Ticket, the validation data must correspond, using the computer validation file, to the Pick ‘n Play Play Card Number and game name identified on the face of the Pick ‘n Play Ticket;
2. The ticket must be sufficiently intact to permit validation;
3. The ticket must not be intentionally mutilated, altered, reconstituted, or tampered with in any manner;
4. The ticket must not be counterfeit or an exact duplicate of another winning ticket;
5. The ticket must have been issued by an authorized On-Line Retailer on official paper stock;
6. The ticket must not have been stolen or canceled;
7. The ticket must be submitted for payment in accordance with Section "J" (relating to procedures for claiming and payment of prizes);
8. For Pick-3, Pick-4, Lotto, Little Lotto, Mega Millions and Powerball, the ticket data, including any Megaplier or Power Play add-on purchase, must have been recorded on the central computer system prior to the drawing and the ticket data must match this computer record in every respect. For Pick ‘n Play, the purchase data must have been recorded on the central computer system and the ticket data must match the computer record in every respect; Powerball reference added effective 1/31/2010; amended 6/1/2010.
9. The player or computer number selections, validation data and, if applicable, the drawing date(s) and time of an apparent winning ticket must appear on the official file of winning tickets, and a ticket with that exact data must not have been previously paid;
10. The ticket must not be misregistered, defectively printed or printed or produced in error to an extent that it cannot be processed by the Lottery;
11. The ticket must pass all other confidential security checks of the Lottery;
12. In submitting an Official On-Line Game Ticket for validation, the player agrees to abide by applicable laws, all Lottery Rules and Regulations, instructions, conditions and final decisions of the Superintendent;
13. There must not be any other breach of these Rules in relation to the ticket which, in the opinion of the Superintendent, justifies disqualification.
9.2. An On-Line Game Ticket submitted for validation which fails any of the preceding validation conditions shall be considered void, subject to the following determinations:
1. In all cases of doubt, the determination of the Superintendent shall be final and binding; however, the Superintendent may, at his/her option, replace an invalid ticket with a ticket of equivalent sales price from any current Lottery game;
2. In the event a defective ticket is purchased or in the event the Superintendent determines to adjust an error, the sole and exclusive remedy shall be the replacement of such defective or erroneous ticket(s) with a ticket of equivalent sales price from any current Lottery game;
3. In the event a ticket is not paid by the Lottery and a dispute occurs as to whether the ticket is a winning ticket, the Lottery may, at its option, replace the ticket as provided in paragraph (a) of this subsection. This shall be the sole and exclusive remedy, of the holder of the ticket;
4. Any ticket holder, who disputes a final validation decision of the Superintendent, may seek review before a hearing officer designated by the Department. Pursuant to the Department’s hearing rules, the Director will review the recommendation of the hearing officer and issue a final decision regarding the dispute.
Prizes shall be redeemed or claimed as follows, effective upon determination of prize payouts, for a period of one year from the ticket drawing date, or in the case of Pick ‘n Play, for a period of one year from the date the ticket was purchased.
10.1 On-Line Retailers are authorized and required to make payment of cash prizes of $600 or less providing the winning ticket is presented within one year from the drawing date on any individual On-Line Game winning ticket, or within one year from the purchase date of a Pick ‘n Play winning ticket, and such On-Line Retailer has sufficient funds available for such payment. Holders of an individual On-Line Game winning ticket representing a cash prize of $600 or less shall be paid by any On-Line Retailer, provided all of the ticket validation requirements in Section "I" of this document (relating to ticket validation requirements) have been met, a proper validation pay ticket has been issued by the On-Line Retailer's computer terminal, and all other procedures have been complied with as outlined in the On-Line Retailer Manual and any addendum thereof.
10.2. Within one year from the date of the drawing, or for Pick’ n Play, within one year from the purchase date of the ticket, holders of an individual Official On-Line Game winning ticket representing a cash prize of $25,000 or less may present their winning tickets to any official Lottery Prize Center for validation and payment. Where the individual tickets are identical wagers, required to be combined for tax reporting and withholding purposes, the aggregate prize amount may not exceed $25,000 on a single check.
10.3 Holders of any On-Line Game winning ticket that is eligible for payment by an On-Line Retailer or by a Lottery Prize Center may also mail the ticket(s) and a properly completed claim form to Lottery Central. The claim form and tickets must be received at Lottery Central within one year of the date of the drawing, or for Pick ‘n Play, within one year from the purchase date of the ticket. The ticket(s) will be validated at Lottery Central and any prize(s) due will be paid by State of Illinois warrant.
10.4 Holders of an individual On-Line Game winning ticket representing a cash prize of more than $25,000 but less than $1,000,000, must mail a properly completed claim form and ticket(s) to Lottery Central or hand deliver the properly completed claim form and ticket(s) to a Lottery Prize Center, where the claim form and ticket(s) must be received within one year from the date of the drawing, or for Pick ‘n Play, within one year from the purchase date of the ticket. The ticket(s) will be validated at Lottery Central and any prize(s) due will subsequently be paid by State of Illinois warrant.
10.5 Prizes of $1,000,000 or more may be claimed only at Lottery Central or the Lottery’s administrative office in Chicago, unless an alternate site is mutually agreed upon by the Department and the ticket holder. Such prize claims shall be made on a date and at a time mutually agreed to by the claimant and the Lottery. The winning ticket and a properly completed claim form must be surrendered to Lottery staff at the designated claim location within one year from the date of the drawing, or for Pick ‘n Play tickets within one year from the purchase date of the ticket. The ticket will be validated at Lottery Central and any prize due will subsequently be paid by State of Illinois warrant.
10.6 In the event that a single Official On-Line Lotto or Little Lotto Game Ticket contains two (2) or more winning game panels, the cumulative prize amount shall be claimed or redeemed in accordance with the above specified prize payment limits.
10.7 In the event a player wins a prize in connection with a multi-draw ticket, the prize won may be redeemed or claimed immediately or held for later redemption during the claim period set forth in these rules. If the prize is claimed or redeemed immediately and drawings remain on the ticket, an exchange ticket will be issued to the player.
10.8 The payment of prizes to those persons who may die before receiving any or all of a particular prize shall be paid in accordance with Section 13 of the Illinois Lottery Law (20 ILCS 1605/13) (relating to prizes payable after death of a prize winner).
10.9 The Lottery shall be discharged of any and all liability after payment of prizes as provided in Section 13 of the Illinois Lottery Law (relating to discharge of State liability upon payment).
10.10 Illinois and federal withholding taxes shall be withheld by the Lottery for prize payments in such amounts as may be required in accordance with applicable provisions of the law.
10.11. On-Line Game prizes shall not be paid to any of the following persons:
1. Any member of the Lottery Control Board, officer, or person employed by the Board or by the Department; employees of any TV station from which lottery drawings originate who are directly involved in the production of drawing telecasts, including floor director, camera operators, stage hands, character generator operators, air control technicians, announcer and performer for each telecast; employees of any advertising agency or public relations agency or any consultant employed by the Department who are directly involved in a Lottery engagement; employees, of audit firms, performing on site contractual audit services with respect to Department's operations; employees of any vendor of goods or services to the Department or Board which the Director has stated in rule or contract shall not be paid prizes as such payment may jeopardize the security and integrity of the Lottery.
2. Any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of residence of any person designated in subsection (a) of this Section.
3. Persons less than 18 years old.
Prize monies allocated for the payment of On-Line Game winning tickets shall be retained by the Director for payment to the ticket holder entitled thereto. In the event no claim or redemption is made within one (1) year of the drawing date on the ticket, or for Pick ‘n Play within one year from the purchase date of the ticket, any remaining prize monies shall be paid out of the State Lottery Fund and used for purposes otherwise provided for in accordance with Section 19 of the Illinois Lottery Law (20 ILCS 1605/19) (relating to unclaimed prize money).
12.1 In purchasing a ticket, the purchaser agrees to comply with and abide by applicable laws, all Lottery Rules and Regulations, instructions, conditions and final decisions of the Superintendent, and all procedures established by the Superintendent for conduct of the On-Line Games.
12.2 If a name and address is contained on the ticket, the person so named shall, for all purposes, be considered to be the owner of the ticket. All number selections or other information appearing on the ticket shall be deemed as given exclusively by the owner.
12.3 All decisions made by the Director, including the declaration of prizes and the payment thereof and the interpretation of the Rules and Regulations, shall be final and binding on all players and on every person making a claim respect thereof, subject to the provisions of the Administrative Review Law.
