SECTION A

Purpose

The purpose of the MILLIONAIRE RAFFLE game is to award cash prizes to ticket holders who match unique, seven-digit numbers from 0000001 up to 0500000 randomly selected in the Millionaire Raffle game drawing.  The Illinois Lottery will randomly select a total of 509 winning numbers to award 509 prizes of varying dollar amounts.


SECTION B

Definitions

The following words and terms, when used within this document, shall have the following meaning unless otherwise indicated:

Claim - To submit a winning Official Millionaire Raffle Ticket and completed claim form to an Illinois Lottery Office for payment.

Department - The Illinois Department of Revenue.

Director - Director of the Illinois Department of Revenue or any other person to whom the Director's authority is lawfully delegated.

Lottery, Illinois Lottery or State Lottery - The Division of the Department of Revenue charged with establishing and operating the lottery or lotteries authorized by the Illinois Lottery Law.

Lottery Central – The Illinois Lottery’s office located in Springfield, Illinois.

Millionaire Raffle Ticket Number – The unique, seven-digit number from one (0000001) to five hundred thousand (0500000) sequentially assigned to each Official Millionaire Raffle Ticket sold.

Millionaire Raffle Winning Numbers – Five hundred nine (509) unique, seven-digit numbers, from one (0000001) to five hundred thousand (0500000), randomly selected at the Millionaire Raffle game drawing, which shall be used to determine the winning tickets for the game.

Official Millionaire Raffle Ticket - A Millionaire Raffle game ticket, produced on official paper stock by an On-Line Retailer in an authorized manner, bearing a unique, seven-digit number from 0000001 up to 0500000, plus validation data. 

On-Line Retailer - An Illinois business location licensed, contracted, and equipped to sell Illinois Lottery on-line game products, including Official Millionaire Raffle Tickets.

Superintendent – The Superintendent of the Illinois Department of Revenue, Lottery Program (Illinois Lottery).

Winnings Pool - Fifty percent (50%) of gross sales for the Millionaire Raffle game.


SECTION C

Ticket Sales

  1. The sale of Official Millionaire Raffle Tickets may be conducted only by such Illinois business locations as the Director shall contract with and license pursuant to Lottery Rules (relating to ticket sales agents) and approve for on-line game sales (On-Line Retailers).

  2. The Lottery may, at its discretion, terminate sales by any On-Line Retailer, without prior notice, in the event such Retailer:

    (a)  Becomes delinquent in payment of proceeds due the Lottery;

    (b)  Fails to segregate and make available Department's funds;

    (c)  Fails to handle Lottery funds in the prescribed manner;

    (d)  Fails to follow the contract, or any addendum thereof, Lottery Rules, or established   procedures governing the sale of Lottery tickets;

    or when such termination is in the best interests of the Lottery.


SECTION D
Ticket Price

  1. Official Millionaire Raffle Tickets may be purchased for $20.00 per ticket.  The player receives one unique, sequentially issued, seven-digit number from 0000001 up to 0500000 for each $20.00 Official Millionaire Raffle Ticket purchased.

  2. The Superintendent may authorize the sale of an Official Millionaire Raffle Ticket at a discount for promotional purposes.


SECTION E

  1. Official Millionaire Raffle Tickets may only be sold to persons 18 years of age or older, providing such persons are not:

    1. Any member of the Lottery Control Board or person employed by the Board or by the Department;

      Employees of any TV station from which lottery drawings originate who are directly involved in the production of drawing telecasts, including floor director, camera operators, stage hands, character generator operators, air control technicians, announcer and performer for each telecast;

      Employees of any advertising agency or public relations agency or any consultant employed by the Department who are directly involved in a Lottery engagement;

      Employees of audit firms performing on site contractual audit services with respect to Department's operations;

      Employees of any vendor of goods or services to the Department or Board which the Director has stated in rule or contract shall not purchase tickets as such purchase may jeopardize the security and integrity of the Lottery.

    2. Any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of residence of any person designated in subsection (a) of this Section.

  2. An Official Millionaire Raffle Ticket matching all game play, serial number and other validation data residing in Lottery's on-line gaming system computer shall be the only valid proof of the wager placed and the only valid receipt for claiming any prize, except as provided in the Lottery's General Rules.

  3. Official Millionaire Raffle Tickets may not be canceled once entered into the Lottery’s gaming system.


SECTION F

Time, Place and Manner of Conducting Drawing

An electronic drawing utilizing a random number generator will be conducted on or about March 17, 2008 to select at random the Millionaire Raffle Winning Numbers, pursuant to the controls and methods defined by the Lottery. Winners will be publicly announced on, March 17, 2008.

All Millionaire Raffle prizes will be paid in one payment. Odds are based upon 500,000 tickets sold.  Overall odds of winning any prize are 1:982.32.


SECTION H

Ticket Responsibility

  1. The Lottery shall not be responsible for lost or stolen Official Millionaire Raffle Tickets unless otherwise provided in the Lottery’s General Rules.

  2. The purchaser of an Official Millionaire Raffle Ticket has the sole responsibility for verifying the condition of the data printed on the ticket at the time of purchase.  Any defects must be reported to the On-Line Retailer before the next transaction is processed in order for the ticket to be reprinted.  The original ticket must be retained with the reprint in order to claim any prize.

  3. The Lottery shall not be responsible to the player for Official Millionaire Raffle Tickets redeemed in error by an On-Line Retailer.


SECTION I

Ticket Validation Requirements

  1. In order to be deemed a valid Millionaire Raffle winning ticket, all of the following conditions must be met:

    1. The validation data must be present in its entirety and must correspond, using the computer validation file, to the seven-digit Official Millionaire Raffle Ticket Number printed on the ticket;

    2. The ticket must be sufficiently intact to permit validation;

    3. The ticket must not be intentionally mutilated, altered, reconstituted, or tampered with in any manner;

    4. The ticket must not be counterfeit or an exact duplicate of another winning ticket;

    5. The ticket must have been issued by an authorized On-Line Retailer on official paper stock;

    6. The ticket must not have been stolen;

    7. The ticket must be submitted for payment in accordance with Section "J" (relating to procedures for claiming and payment of prizes);

    8. The ticket data must have been recorded on the central computer system prior to the drawing and the ticket data must match this computer record in every respect;

    9. The Official Millionaire Raffle Ticket Number and validation data of an apparent winning ticket must appear on the official file of winning tickets, and a ticket with that exact data must not have been previously paid;

    10. The ticket must not be misregistered, defectively printed or printed or produced in error to an extent that it cannot be processed by the Lottery;

    11. The ticket must pass all other confidential security checks of the Lottery;

    12. In submitting an Official Millionaire Raffle Ticket for validation, the player agrees to abide by applicable laws, all Lottery Rules and Regulations, instructions, conditions and final decisions of the Superintendent;

    13. There must not be any other breach of these Rules in relation to the ticket that, in the opinion of the Superintendent, justifies disqualification.
       
  2. An Official Millionaire Raffle Ticket submitted for validation that fails any of the preceding validation conditions shall be considered void, subject to the following determinations:
    1. In all cases of doubt, the determination of the Superintendent shall be final and binding; however, the Superintendent may, at his/her option, replace an invalid ticket with a ticket of equivalent sales price from any current Lottery game;

    2. In the event a defective ticket is purchased or in the event the Superintendent determines to adjust an error, the sole and exclusive remedy shall be the replacement of such defective or erroneous ticket(s) with a ticket of equivalent sales price from any current Lottery game;

    3. In the event a ticket is not paid by the Lottery and a dispute occurs as to whether the ticket is a winning ticket, the Lottery may, at its option, replace the ticket as provided in paragraph (a) of this subsection.  This shall be the sole and exclusive remedy, of the holder of the ticket;

    4. Any ticket holder, who disputes a final validation decision of the Superintendent, may seek review before a hearing officer designated by the Department. 


SECTION J

Procedures For Claiming and Payment of Prizes

  1. Prizes shall be claimed as follows, effective upon determination of prize payouts, for a period of one year after the date of the Millionaire Raffle drawing.

  2. Within one year after the date of the drawing, the holder of an individual Official Millionaire Raffle winning ticket representing a cash prize of $25,000 or less may present the winning ticket to any official Lottery Check Writing Center for validation and payment. 

  3. If a name and address is contained on the back of a ticket, the person so named shall, for all purposes, be considered to be the owner of the ticket, unless that person submits documentation of group ownership as provided in subparagraph 7 below.   If more than one name and/or address appears on the back of a ticket, the individuals so named shall be considered co-owners of the winning ticket, subject to the documentation requirements of subparagraph 7 below.  If no name appears on the back of a ticket, then the ticket shall be deemed owned by the bearer.

  4. The holder of any Official Millionaire Raffle winning ticket that is eligible for payment by a Lottery Check Writing Center may also mail the ticket and a properly completed claim form to Lottery Central.  The claim form and ticket must be received at Lottery Central within one year after the date of the drawing.  The ticket will be validated at Lottery Central and any prize due will be paid by State of Illinois warrant.

  5. The holder of an individual Official Millionaire Raffle winning ticket representing a cash prize of more than $25,000 but less than $1,000,000, must mail a properly completed claim form and the winning ticket to Lottery Central or hand deliver the properly completed claim form and ticket to a Lottery Check Writing Center, where the claim form and ticket must be received within one year after the date of the drawing.  The ticket(s) will be validated at Lottery Central and any prize(s) due will subsequently be paid by State of Illinois warrant. 

  6. Prizes of $1,000,000 may be claimed only at Lottery Central or the Lottery’s administrative office in Chicago, unless an alternate site is mutually agreed upon by the Lottery and the ticket holder.  Such prize claims shall be made on a date and at a time mutually agreed to by the claimant and the Lottery.   The winning ticket and a properly completed claim form must be surrendered to Lottery staff at the designated claim location within one year after the date of the drawing.  The ticket will be validated at Lottery Central and any prize due will subsequently be paid by State of Illinois warrant.

  7. If a winning Official Millionaire Raffle winning ticket is owned by more than one person, the prize claim must be supported by an IRS Form 5754 showing the names, addresses and taxpayer identification numbers of all ticket owners.  $1,000,000 prizes claims must also be supported by a partnership agreement or other documentation of group ownership acceptable to the Lottery.

  8. The payment of prizes to those persons who may die before receiving any or all of a particular prize shall be paid in accordance with Section 13 of the Illinois Lottery Law (20 ILCS 1605/13) (relating to prizes payable after death of a prize winner).

  9. The Lottery shall be discharged of any and all liability after payment of prizes as provided in Section 13 of the Illinois Lottery Law (relating to discharge of State liability upon payment).

  10. Illinois and federal withholding taxes shall be withheld by the Lottery for prize payments in such amounts as may be required in accordance with applicable provisions of the law.

  11. Official Millionaire Raffle prizes shall not be paid to any of the following persons:

    1. Any member of the Lottery Control Board or person employed by the Board or by the Department;

      Employees of any TV station from which lottery drawings originate who are directly involved in the production of drawing telecasts, including floor director, camera operators, stage hands, character generator operators, air control technicians, announcer and performer for each telecast;

      Employees of any advertising agency or public relations agency or any consultant employed by the Department who are directly involved in a Lottery engagement;

      Employees of audit firms performing on site contractual audit services with respect to Department's operations;

      Employees of any vendor of goods or services to the Department or Board which the Director has stated in rule or contract shall not be paid prizes as such payment may jeopardize the security and integrity of the Lottery.

    2. Any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of residence of any person designated in subsection (a) of this Section.

    3. Persons less than 18 years old.


SECTION K

Unclaimed Prize Money

Prize monies allocated for the payment of Official Millionaire Raffle winning tickets shall be retained by the Director for payment to the ticket holder entitled thereto, for a period of one year after the date of the Millionaire Raffle drawing.  In the event no claim is made within one (1) year after the drawing date, any remaining prize monies shall be paid out of the State Lottery Fund and used for purposes otherwise provided for in accordance with Section 19 of the Illinois Lottery Law (20 ILCS 1605/19) (relating to unclaimed prize money).


SECTION L

Governing Law

  1. In purchasing a ticket, the purchaser agrees to comply with and abide by applicable laws, all Lottery Rules and Regulations, instructions, conditions and final decisions of the Superintendent, and all procedures established by the Superintendent for conduct of the Millionaire Raffle.

  2. All decisions made by the Director, including the declaration of prizes and the payment thereof and the interpretation of the Rules and Regulations, shall be final and binding on all players and on every person making a claim respect thereof, subject to the provisions of the Administrative Review Law.

  3. Section 14 of the Illinois Lottery Law (20 ILCS 1605/14) states in part that:

    No person shall sell a ticket or share at a price greater than that fixed by rule or regulation of the Department or the Division. No person other than a licensed lottery sales agent or distributor shall sell or resell lottery tickets or shares. …

    Any person convicted of violating this Section shall be guilty of a Class B misdemeanor; provided, that if any offense under this Section is a subsequent offense, the offender shall be guilty of a Class 4 felony.  

Should it come to the attention of Lottery Officials that a winning Official Millionaire Raffle Ticket was purchased from a re-seller and not directly from an authorized On-Line Retailer, the Lottery may declare the ticket to be void and select another winner.
