"Replay for Riches" 2nd Chance Promotion
Official Rules & Procedures

 

  1. The Illinois Lottery’s “Replay for Riches" 2nd chance promotion (hereinafter referred to as the "Promotion") begins April 22, 2008 and will award twelve (12) cash prizes between $25,000 and $1,000,000.00.  A player must be at least 18 years old to enter.  Entry may be by mail, in person or on-line.  Players may submit as many entries as they wish, but a particular player may win only one 2nd chance prize in the Promotion.

    1. Entry by Mail or In Person

      To enter by mail, players must submit a minimum of $30 worth of non-winning Illinois Lottery “Replay for Riches” instant tickets (Game #’s 579, Sunny Money; 580, Volley Bucks; 581, Sizzlin’ Showdown; 582, Five Star Cash; 583, Summer Spectacular; 584, $2,000,000 Go for the Gold and all on-line game tickets (Lotto, Little Lotto, Mega Millions, Pick 4, Pick 3, Pick ‘n Play) dated from April 22, 2008 through August 29, 2008.  The player must:

      • Write* his or her name on the back of all qualifying tickets being submitted as an entry (only one name per ticket and per entry);

      • Write* his or her address and a daytime telephone number on the back of at least one of the qualifying tickets;

      • Place the non-winning ticket(s) in an envelope no larger than 6” x 9 1/2”;

      • Mail the completed entry to:  Illinois Lottery Replay for Riches Promotion, P.O. Box 19086, Springfield, IL 62794-9086.

      *Preprinted labels are acceptable.

      Players may also hand deliver entries meeting the above specifications to the Lottery's Claims Unit at 101 West Jefferson, Springfield, Illinois, clearly marked "Illinois Lottery Replay for Riches Promotion, MC5-915".

      Players may enter more than once, but Only One (1) Entry Per Envelope.  If an entry envelope contains more than $30 worth of qualifying Illinois Lottery tickets, it will constitute only ONE entry.

    2. On-Line Entry (Available approximately May 15, 2008)

      Players may additionally enter the Replay for Riches 2nd chance promotion by visiting the Replay for Riches page on the Illinois Lottery’s website (www.illinoislottery.com) and selecting the appropriate button for on-line 2nd chance entry.  On-line entrants will be required to enter their name, address, telephone number and e-mail address, then create their own user name and password to open their Replay for Riches account.  Once the account is opened, players will be required to enter game name, instant ticket game-book-ticket number or on-line ticket serial number from qualifying tickets, and the ticket value.  Once they have entered $30 worth of tickets, players will be allowed to submit an entry for the promotion.  A combination of tickets that exceeds $30 in value will count as only one entry (for example, two $20, "$2,000,000 Go for the Gold" tickets).  If less than $30 worth of tickets is entered, the information will be retained in the player’s account, and the player may add additional ticket data on a later date in order to reach the $30 minimum value for entry.  Each ticket serial number can only be entered once during the promotion, and the entrant will be notified upon submitting their entry if any of the serial numbers have already been entered for a Replay for Riches drawing.  Tickets that reject as previously entered into the on-line entry system should be submitted via U.S. Mail entry as set forth above. 

    IF ANY ON-LINE ENTRY IS SELECTED IN A REPLAY FOR RICHES DRAWING, THE ENTRANT WILL BE CONTACTED BY PHONE, E-MAIL AND OVERNIGHT MAIL, AND WILL BE REQUIRED TO SUBMIT THE ORIGINAL QUALIFYING, NON-WINNING TICKETS TO THE LOTTERY FOR VERIFICATION PRIOR TO 4:30 P.M. ON THE SECOND BUSINESS DAY AFTER THE DRAWING, OR AN ALTERNATE WINNER WILL BE SELECTED.  In order to avoid any allegations of tampering that could compromise drawing results, THE TICKETS MUST BE DELIVERED IN PERSON and not sent by mail or overnight delivery.

  2. Entries for each weekly drawing must be received by the deadline dates stated in the following schedule.  Late entries will be included in the next scheduled Replay for Riches weekly drawing.   Delay in announcement is to accommodate verification of tickets if an on-line entry is selected as the winner.

    For on-line entries, the deadline for inclusion in the final drawing is the close of the August 29, 2008 transaction day for the Lottery’s gaming system (no earlier than 11:59 p.m. on August 29, 2008).  For U.S. Mail entries and entries hand-delivered to the Lottery’s Springfield Claims Unit, the deadline for inclusion in the final drawing is 4:30 p.m. on August 29, 2008.

  3. Entries will be disqualified if:

    • Entry tickets are not Illinois Lottery instant or on-line tickets bearing the message “Save this ticket & enter the Replay for Riches 2nd-chance promotion!” (Instant Game #’s 579, Sunny Money; 580, Volley Bucks; 581, Sizzlin’ Showdown; 582, Five Star Cash; 583, Summer Spectacular; 584, $2,000,000 Go for the Gold, or on-line game tickets dated from April 22, 2008 through August 29, 2008);

    • Less than $30 worth of qualifying, non-winning Illinois Lottery tickets bearing the entrant’s name is contained in the entry envelope;

    • Entrant name, address and telephone number is illegible or incomplete to the extent the entrant cannot be contacted;

    • Entrant name, address and telephone number is illegible or incomplete to the extent the entrant cannot be contacted;

    • More than one name appears on the backs of the non-winning tickets submitted in the entry envelope;

    • Entry envelope is larger than 6” x 9 1/2”;

    • On-line entries are not received prior to 11:59 p.m. on August 29, 2008; U.S. mail or hand-delivered entries are not received by 4:30 p.m. on August 29, 2008;

    • On-line entries are not received by the close of the August 29, 2008 transaction day for the Lottery gaming system (no earlier than 11:59 pm., August 29, 2008); U.S. mail or hand-delivered entries are not received by 4:30 p.m. on August 29, 2008;

    • For on-line entries, if the original, qualifying, non-winning tickets are not submitted by 4:30 p.m. on the second business day after the drawing to verify the entry, or if the tickets submitted do not match the serial numbers of the on-line entry or are otherwise disqualified by these rules;

    • The entrant is less than 18 years old or is otherwise ineligible to participate in the Promotion by virtue of these rules, the Illinois Lottery Law, or any rules and regulations promulgated pursuant thereto. 

    • Entry is late, lost, mutilated, illegible, misdirected or delayed.

     
  4. All weekly drawings will be conducted by Lottery officials, in the presence of an auditor, pursuant to written drawing procedures. The winners will be determined by officials of the Illinois Lottery, whose decisions are final.  Winners may be notified in person by Lottery officials, by telephone, or by overnight express letter.  If a weekly winner is ineligible to participate in the Promotion, or the finalist position is forfeited for any reason, another winner may be selected.  The Lottery reserves the right to conduct press conferences to announce the names of the weekly drawing winners and/or publicly congratulate the winners.

  5. On dates to be determined during the months of July and August, 2008, groups of two to three weekly winners or their designees will be invited to participate in special events where the winners will be given an opportunity to spin a prize wheel featuring varying prize amounts from $25,000 up to $150,000.  Each participant will have the opportunity to spin the prize wheel up to two times, at their discretion, then must decide whether (a) to risk the amount won via the wheel spin by placing it on the leader board for a chance to participate in the promotion finale, or (b) to receive a prize check for the amount won (less taxes) and exit the promotion.

    A winner choosing to place his or her prize amount on the leader board runs the risk of being knocked off the board by other winners that obtain higher prize amounts by spinning the prize wheel.  Only the weekly winners with the six highest prize amounts after spinning the prize wheel will participate in the promotion finale for an opportunity to win $1 million.  Winners who are knocked off the leader board will receive a check for the prize amount they posted to the leader board ($25,000 up to $150,000 from the wheel spin), less taxes.

    In the event that tie amounts placed on the leader board would result in more than six (6) players participating in the finale event, a tie-breaking drawing will occur to determine which of the tied weekly winners will participate in the final drawing for the $1 million prize.  For example, if the weekly winners in the 5th and 6th positions on the leader board each posted $50,000 prize amounts, and the last weekly winner in the final preliminary wheel spin also landed on $50,000 and elected to compete for the $1 million grand prize, the names of those three (3) weekly winners would be entered in a special drawing.  At that drawing, the names of two (2) of those weekly winners would be randomly selected and those individuals would participate in the finale event.  The weekly winner whose name was not chosen would receive the $50,000 prize they posted to the leader board. 

  6. In late September 2008 (specific date to be determined), the six weekly winners who remain on the leader board, or their designees, will gather at a designated location to determine the $1 million prize winner.  The five weekly winners who do not win the $1 million prize will receive prizes of $100,000 each, less taxes.  Details concerning the finale event and payment of participation expenses, such as lodging and meals, will be provided in an addendum to these rules.

  7. A winner may designate an individual of his or her choosing to stand in for the winner at the wheel-spin events or the finale event, provided the stand-in is at least 18 years of age.  A winner may also request that the Illinois Lottery designate someone to participate in the event on the winner’s behalf. 

  8. All Promotion winners will be required to complete, sign and return a claim form in order to receive their prize. The cash prizes will be paid by State warrant and will be less required state and federal income tax withholding, including withholding associated with travel expenses paid by the Lottery.  End of year federal and state income taxes and any other taxes are the sole responsibility of the winner.

  9. The Promotion is open to persons 18 years of age or older, except members of the Lottery Control Board; officers and employees of the Illinois Department of Revenue; officers and employees of the Illinois Lottery’s advertising, public relations, and sales promotion agencies assigned to the Lottery’s account; officers and employees of audit firms performing work for the Illinois Lottery; and certain other contractors of the Illinois Lottery.

  10. The odds of winning for any drawing are dependent upon the number of entries received for that drawing.

  11. Tickets, transactions and winners are subject to all Lottery procedures, rules, directives, State law and any lawful changes thereof.
