On July 6, 2005, an amendment was signed into law, creating the Illinois Ticket for the Cure. Revenue from sales of the instant lottery ticket go to the state's Office of Women's Health (OWH), which awards grants to public and private organizations for the purpose of funding breast cancer research, education and services for those battling the disease.
Grant applications are reviewed by the Ticket for the Cure Advisory Board.

The board and the OWH recognize that awareness and education regarding early detection of breast cancer needs to be increased in every community, especially for low-income, underserved and uninsured women, with special emphasis on reaching those who are geographically or culturally isolated, older and/or members of racial/ethnic minorities.
