NOTICE IS HEREBY GIVEN that, pursuant to 20 ILCS 1605/9.1 (g) and (h), the Illinois Department of Revenue (the “Department”) will conduct a public hearing regarding the selection of a private manager for the Illinois Lottery, as follows:

A 2009 amendment to the Illinois Lottery Law directs the Department to procure a private manager to manage the day to day operations of the Illinois Lottery. The selected private manager is to provide integrated functions including lottery game design, supply of goods and services in support of the lottery, and advertising, among other things. The State will continue to conduct the Lottery as a State agency, and the manager will provide its services to the Lottery pursuant to a 10 year Private Management Agreement to be entered into with the Department. 

Consistent with Section 9.1 of the Illinois Lottery Law, the Department has solicited proposals from entities interested in serving as the Lottery private manager. Based upon the submitted proposals, the Department has narrowed down its selection to two finalists which the Department deems to have the necessary qualifications to serve as the Lottery’s private manager. The two finalists are Camelot Illinois, LLC. and Northstar Lottery Group. 

The purpose of this public hearing is to provide an opportunity for the two finalists to present and explain their proposals for the private management of the Lottery, and allow the public to comment on the presented proposals. All interested parties are invited to attend the public hearing and will be given a reasonable opportunity to be heard. 

In the days following the public hearing, the Department will make a recommendation to the Governor regarding whether a Private Management Agreement should be entered into with a particular finalist. After reviewing the Department’s recommendation, the Governor will select a private manager for the Illinois Lottery by publication of a notice in the Illinois Procurement Bulletin on or before September 15, 2010. 

Copies of the Request for Proposal for Lottery Private Management, and a draft of the Private Management Agreement to be entered into with the selected entity will be posted on the Illinois Procurement Bulletin Board (, or can be obtained from the Department upon request.
