Bartlett, IL— November 22, 2013 — “When I play an instant lottery ticket, I always use a penny, heads up, to scratch it,” Philip Kosinski said when he presented his top prize winning $2,000,000 EXTRAVAGANZA! ticket at the Illinois Lottery Prize Center in Des Plaines. “I’ve always had a feeling that someday I would win big and I did - $2,000,000!”
